im sorry, but 17 seconds 9 times in a row is annoying. got any tips?

the more balloons you add, the faster things will rise, and you can move balloons elsewhere once whatever you wanted is open enough.

Attach an extra balloon to the top barrier. Attach 3 balloons to the lower barrier. Attach the remaining balloons to the flying machine.

Then when the gates are open enough, move balloons onto the flying machine to make it rise faster.

Also, hitting "retry" before starting may shave a couple of seconds off your time.

1. Quickly attach 3-4 Ballons to top barrier.
2. Quickly attack 3-4 Ballons to bottom barrier.
3. While bottom barrier is rising, and top barrier is high enough, take 1 balloon and add to the construction.
4. Add 2 more ballons from bottom barrier to the construction. (or more if you wish)
5. get ready to click on the CONTINUE thing - you must click it before it stops oscillating

I was curious about this.  So the timer continues even after the Continue flushmabob drops and doesn't stop until you pull it?

Yes, the timer continues; you have to click the continue handle to stop it.

Bring down a water goo from the original structure. From under the floating green goo, throw upward. If you aimed well, the green goo that shoot up may hit the original structure and wake up (This will probably take a few tries). Use those greens to build down, making it easier to wake up the rest of the greens.
Edit: Check out the next post. It gives a method similar to mine, but a good deal easier.

I have better tactics: Throw up 2 ivy and then detach ivy and let fall an Ivy-water structure down to wake up other ivys. And how is possible to get 31?

Aw, that's a great idea! I should have thought of that before.

It is possible to detach the top drool goo. (Not easy)
