If I remember correctly, my trick to finishing this level was keeping Beauty Goo between two sets of balloons, sort of making a bowl shape. Then, just slowly move the two sets forward (back balloons first) and eventually you'll reach the goal.

As for balloons popping... Are there spikes or windmills in that level? I can't remember... If so my best advice is just to avoid them.  :P Not very helpful, I know.
