This is really easy. Did you read the sign for a hint?
I'm not giving it away, so here's another hint:

The goo balls are very sticky and can CLING TO WALLS even without support from below.

Another hint:

Green balls are detachable from your structure. As you build higher and higher, detach some from the bottom.
