Build goo down from both sides of the white structure to the center, then build down. From there the white structure should fall onto the hand and activate the pipe. Try whistling your extra reds into the white structure while the flames are going so they don't burn up.

since it was already answered ,i'll just say that it was actually pretty easy to simply beat the level, but i probably spent about an hour trying to get ocd on that level. i got like 24 goos on one of my first tries (1 away from ocd, basically) and i got frustrated because one of the fire goos would always suicide jump into the fire whenever the structure was burning.

in other words, i was mighty glad when i finally ocd'd that level.
