Yeah, I figured it out (I think) after playing Chain and getting OCD.
Haven't gone back to try it yet though.

Yes, you can practice the technique on Chain.  Despite not being able to complete Tower of Goo, I was able to get the basis of this from chain, using suction from the pipe.  Pretty nifty, actually.

I hope that "It's not a bug, it's a feature." line isn't referring to using time bugs...

I know some levels require you to [=5pt]pop a bug and act quickly, since the laws of physics are suspended for a fraction of a second[/].  That would drive me mad.

Well, using the timebugs like that is a feature as well, meaning that it's allowed. It's not actually required to complete the levels though.
In that level, though, the sign is referring to the technique you use to get OCD on that level.

Yeah, I went back and got it last night, but I didn't play much.

Still need OCD for tower of goo and ode to the bridge builder for chapter 1.
