In what must rate up there with 'Meat Circus' level of Psychonauts - as the most infuriating level of a game.

I have only just now finished Blustery Day - after replacing many a mouse (smashed against the wall).

I do not think I will be attempting OCD on this level  ;D

Heh, you should see this video,
he sorta semi-cheats by going 'through' the windmill, but still only scrapes the OCD, just about gets it on the dot...

I thought using the undo "Time Flies" counted as a move - so you could not use these for a move-counted OCD attempt - am I correct in this assumption?

Using Time Bugs doest not decrease the move counter.
Also - detaching and attaching goos are both considered as moves, and the same for detaching balloons.
