I think the maximum of goo balls in each level is written in the ocd-criteria.
More balls shouldn't be possible.

More balls than the OCD requirements is definitely possible; for some inspiration, just look here.

The only real limit is the number of rescuable goos in the level (i.e. those that will go down the pipe) even if some of these are locked in structures at the start; in practice, you can't usually safe all of them (you often need to leave at least one behind) so it's hard to say what the limit is in practice. You'll just have to play and find out yourself. ;)
