On the super fuse level, the amount of available time depends on how you started the level. You have 10 seconds more time if you selected "Retry" rather than starting right after the intro. That's a huge difference.

I timed it, 1m16 till the first goo at the base of the tower catches fire, versus 1m26, the difference corresponds exactly to the 10 second intro.

So, in order to get an OCD, you have to start the level, wait through the intro, click retry, attempt to get all the balls, fail (but get enough to finish the level normally), get back to the main screen, start the level again, wait through the intro, click retry etc... (Or use the sign painter trick to make the Esc key work again)
