Help I need help with making goomods!

what I have tried:
1 making my own goo mod (Failed)
2 editing other people's mods (Failed)
What's interesting is that BOTH ways made Gootool say "Manifest not found. Is this an addin?" 
HELP PLEAZE!!!!

You're probably zipping it up wrong. You need all the files to be in the top-level directory of the zip file. What program are you using to zip it up?
For example, if you are using WinRAR, if your files are in the directory "mymod" and you right click on the directory and "add to zip", you'll end up with a file "mymod.zip" with all the files incorrectly inside a "mymod" directory. Actually you need them all in the top directory; do this by selecting all files inside "mymod" and then adding *them* to the zip.
