Hmm the menu shows up for all logged in users but is empty. Apparently there's no way to disable it without killing it for moderators too, so I deleted it and moved all the contributor "New XX" links to the top level instead.
It should show bugs/feature requests for GooTool and this site (and eventually let you create them too). You may need to logout and log back in for it to work - there are a few bugs I need to fix with it.
How can you see that? Only contributors and moderators can see that. It's probably some kind of bug. Don't touch anything till davidc comes!
