Hover over the "World of Goo Addins" button, and click on "Upload an Addin" in the drop down menu
No I dont know how to upload a file of the level (Im bad at explaining)

Go to the downloads section. There should be an option to upload an addin there.
I made goomods.
I cant find it, there is nothing there.
