Okay, I have the WoG WiiWare version, but I want to use WoG Editor. I've seen pages for mods and levels, but none for utilities. My question is, do you have to buy WoG for computer before running WoG editor?
there is no wog editor,gootool or custom levels for wii wog

wogeditor is for creating custom levels and it's really hard to make a level.

You don't have to buy WoG for PC before creating levels. But on the other hand there is not much of a point in doing so without the full version. If you only use the demo version you'd be missing most of the original artwork and there may be other limitations as well. You can try, but I wouldn't recommend it.
