Profile Upload Unavailable?

Forgive me if this topic has already been covered but I would like to know why I can't upload my profile? Backup and restore profile buttons are active, but upload profile is not?

Im pretty sure the profile stuff is really broken, and thats why its often recommended to backup profiles.

I now go by StrixToxis.
