Hmm, I can't seem to be able to wake up the Balloons, as the forcefield the Goo Balls need to move upwards stops too far below the cloud.
A couple other things as well:
-The link in your addin description (To the "off" level) is broken.
-Where did you get this music? Copyright concerns and all that.
By the way, I beat you to the punch in making a level using the Balloon bug. One of my levels from the NotWOG2 project (I forget which level) used the bug also.

That's slightly better, yes.
I still find the level impossible due to the force fields stopping below the clouds, and the lack of a ceiling makes it easy to lose Goo Balls by them floating away. The rain doesn't make any sense, either, really, as the other graphics make it appear sunny. Though this is just aesthetic.
In short, make the level playable! It's a really cool concept, but with the way the level is set up, you're left struggling with the other mechanics of the level rather than enjoying the new gameplay mechanic.

Sorry, this level is still impossible/unplayable.
As I said before, add a CEILING, not a death trap above where the player can get, but a ceiling that will prevent the balloons from floating away. A ceiling at the top of the screen that will prevent the players from losing any balloons. Low enough that they can detach balloons that float upwards with geometry.
It's difficult to get enough Goo Balls in this level. One Goo Ball is very easy to collect, as you can just stretch the structure you built to get to the balloons. Three, however, is impossible. You have to detach the structure using the wall, which isn't a very easy task, then you have to use the balloons to detach the structure, and the lack of ceiling makes it all float away before any Goo Balls are collected. If you can make a video showing how this level is possible, I'll publish it, but for now, I'm hard pressed to find a way anyone can beat this level.

Okay, I admit that this is not simply a level, very difficult.
Maybe use balloon BUG is a little more difficult.
I will add a ceiling.
