This is not impossible, but lack of a range of tutorials and materials. OCD = 25Balls, this may be difficult, but I succeeded, 26Balls. Even if because of gravity.

In 99% of starting the level the pilot goo attaches itself to the starting structure.
Clicking restart till the level is playable was a bit unamusing. Try to place the Pilot Ball more carefully, till it not gett attached all the time. There are also some random suicidal goos at the levelbeginning. This does not ruin the gameplay, but going for higscore is getting lame with suicidal balls.
Besides taht a good level.
I easily collected 49 balls, than at the second try I got
55 balls. With a little help of the two goo line at the pipe.
It's possible to collect a lot more goos, but I lost all of them at the deadly gear.

This level is copyrighted from level "Weather wane". Only thing changed is the strategy is a bit difficult. You better would make a mod and like this level would be "Weather wane" in chapter five but changed so that would be grate... Only with that you probably can get cheater badge
. Could not get OCD because I forgot that there already is lining on the pipe so that way I made it with 12 goos. Good level... Rated Okay because it has been copyrighted from level Weather wane and nothing really much haven't been changed! Thank you for the level, Zhi zun virtual.
