i remade the whistler to be techno
i would like to thank MOM4evr for help with debugging!
without you it would not have been done right.

Collected OCD +1, and lost a couple goos in the process, so maybe a time-based OCD would be better.
The strand configuration on the structure looks very strange and haphazard. I'd recommend looking at how symmetric Whistler looks in comparison. One of the Pilot's isn't even attached. Turning scenelayers off in the level editor reveals the following:

But I can see how something like this could be hard for you to debug, because of one MAJOR PROBLEM:
-You had several Goo Balls with the same id.
The one that isn't connected, and initially falls, has the id "goo5", exactly the same as the one directly above it. This results in the strands, (that are supposed to connect goo5 to the balls surrounding it) to be connected to the above "goo5" rather than the below "goo5", as in this photo:

This results in doubled strands when the level is played.
BUT: inside WooGLE, the data structures ARE set up correctly, so renaming the bottom ball from "goo5" to something else (as long as it isn't the name of another ball) clears up the problem just fine.
@Daft: Can we get a check for balls with the same ID in WooGLE?

You should see how many bugs were found--only one at a time, of course

I'm saying there's a bug in how the structure starts initially around the whistle. Look at your screenshots: the Pilot goo structure looks awful. Not symmetric, and it's very tangled in appearance, and this makes it difficult to tilt it from one side to the other like in the original Whistler. If you follow my directions above, it should be easy to make it symmetrical, and thus easier to play.
