That's the temporary file WooGle makes. It's supposed to do that. Try editing the file after seeing it go away.

Right-click->Open with...->Notepad.

I'm guessing the new file is vanishing too. That happened to me at first.
If you decrypt text.xml.bin, does it create a new file called text.xml.xml?
If it does, you're good. Open the xml.xml file.
If it doesn't, you need to use a copy of World of Goo that is in C:\Users\YOURUSERNAME\ somewhere. I'd recommend the desktop. Otherwise WogFile does not have write access.
