I was wandering if there is a way, or if WOG are making a way of creating new levels for android devices. Is the goo tool only for PC? Thanks

There should be a way to send the levels to the Android device, similarly to how you would on an iPhone, but the levels would need to be created on a computer.

Yup, GooTool and WooGLE are only for Windows, Mac, and Linux, and WooBLE is only for Windows. As AP said, you could install levels that you created on a PC into the Android version, but it would have to be done manually.
