I thought you said you were already going to make one. Tongue
Anyhow, long story short, no.
Long story:
Once upon a time, 2DBoy added support for World of Goo to have more than one player at a time, but this was only in Linux, and wasn't officially and totally supported. Some people can get it working, others can't. (I personally can't)
If you designed a level cleverly enough, however, it may be quite possible to have a sort of turn-based level. I would imagine that it would involve complex stuff as far as geometries are concerned, but it would depend on how you set it up. Seeing as you are fairly new to levelmaking, I'd recommend toying with the different features of levels first before you tackle such a project. (Make some moveable geometries, add hinges, toy with force fields and level properties, etc). Daft as Brush has worked hard writing some great tutorials for using World of Goo Level editor, and I'd encourage you to read them. There's some really cool stuff you can do.

I actually had a plan for a "multiplayer World of Goo..."

Someone makes a Non-Scrolling level, then several GooFans users make videos of them selves beating it.

Then you bring up the video next to Goo in window mode (maybe a program to do this) and you try to beat them!

Woogle doesn't have to anything with multiplayer and you can not "add" another player. If you have installed two mouse on your Linux World of Goo should automatically detect it and add anther mouse pointer in the game.
