What files exactly are missing, and where are you downloading World of Goo from?
If you are downloading from Humble Bundle, I'd recommend using the torrent links there, since BitTorrent has pretty strong error-checking and the likelihood of a download becoming corrupted is very low. There probably aren't any seeders left, but it's worth a shot.

I download the 1.30 patch from worldofgoo.com.
And the files that are missing are some level and scene files and images and levels and those files that make the game work.

*facepalm*
the 1.3 patch is a PATCH, meaning you stick it on top of an existing World of Goo installation. Of course it doesn't work by itself. Otherwise, that would mean 2DBoy is giving away copies of the game for free with the patch.

Chill, he's just a kid, he's allowed to not know what a patch is! Maybe that's not even what he meant.
