Paint.NET is ok (using it at work), but I prefer Paint Shop Pro. Does almost everything that Photoshop does, but is more intuitive and way less expensive. GIMP... works "differently". Definitely not to everyone's taste.
Edit: I forgot to add that I like and use PSP 9. Since Corel took over, it kinda sucks.
It all depends on what you're doing. If you can stomach it, learn GIMP. It's really powerful. If you don't like the learning curve, use something else.

GIMP 2.6 www.gimp.org better than Photshop and absolutely free....
Very good with PNG transparency. Worth learning, easy if you are OK with Photoshop.

I, personally, hate Paint Shop Pro. It only has lots of stuff that nobody would EVER use, and a few things people WOULD use.
