Well...

If you can see the box on the right side of "WooGlE",
that contains the elements like the balls,circle or what ever ,you are in luck.

first,click the circle that you created
then,look at the box under the box i told you before
and then,,, look for the Rotspeed box then put your desired rotation
and then make it static
then put a mass on it

second, create another geometry of circle or rectangle
put it on the center of your first circle and then make the change its contact attribute to false

finally, create a Hinge (i think you know how to create one)
put your 1st geom to body1 and the 2nd to body2
And then put it on the center of your circle geometry and..
BOOM !!!!!!! you got yourself a rotating geometry..

The second geometry is not needed.
All You need is a hinge with the same centre as your circle and the circle id in body1.

^^ What goomatz said. Reading the reference guide and fiddling around with different properties is generally easier and faster than asking for help.
