if you mean the pipe, than here's what you do:
do you see that little pink circle? move it to where you like and press, "auto pipe" on the side. That will create your pipe. You can edit the pipe to suck in only beuty goo (it will turn pick) or you can make it look like in chapter 4, where every thing was 3-D.

I mean the amount of goo balls you need to get to finish the level. Sorry I worded my other post so badly

In the "level" tab, click on the "level" element, and change the "ballsrequired" field.

EDIT: When I play the level it says the minimum gooball target is one. But I set it to 4!

Are you sure you set the right field and made sure that it was entered correctly?
