For people who speak a Romance or Germanic language, the letter "j" is the sound in the English "yes". But English speakers use "y" for that, so that's what's also used in romanizations of Chinese and Japanese.

The phonetic spelling would be something like /jama'ko/ using X-SAMPA.

I think he means that he wants a whole new language, so, for example, you could say "hargleblarglefargle" and it would mean "cool" in English.
