Are mods allowed to spawn free stuff to "trade in" for suff you can't get legally?

For example, let's say I give MOM4Evr 35 string, because we agreed that the crafting recipe for cobwebs would probably be 5 string in an X shape. He trashes the string in a Disposal sign and uses /give to give me 7 cobwebs, which are useful for building but impossible to obtain without /give or /item.

There are cobwebs in the abandoned mineshafts. Lots of them.

But you can't collect them, can you? They drop string.

Or what about sponge? My idea for that one is 2 cobblestone, just because there's not a really spong block in the game.

I think there needs to be some way to get these, either through another mod (modification, not moderator) or a "recipe".

There IS the "Webz" plugin, which makes spiders drop webs instead of string, which can be broken into string if needed. Also the "Sponge restore" plugin, which makes sponges craftable with any recipe you like (default is 4 string, 5 sand, I think).

I'm pretty sure that webs drop both webs and string, because I have 12 webs in my inventory (and a lot of string too) from exploring an abandoned mine.

Sponges I think don't behave properly?

I'm open to a recipe plugin, if you can find one that handles all the recipes you would want.

Sponges have some uses, like activating a trap invisibly within 5 blocks. (a piston on a sponge activates everything within 5 squares in each direction)

you can use sponge to make a secret, dry, passage way under water. than line up glass, add light, remove sponge, and voila! under water passage way with out using buckets!

Nope, it doesn't work in Beta.

Sponges don´t actually absorb any liquids. On my school´s server, they use sponges as a currency, as only moderators can get them.

They probably have better things to do. When the server was new, everyone loved playing on it because it was new and fresh and ready for adventure.
