Try doing this without any goomods installed. I've found this before and it required using a goomod with a bug in it to do. It involves broken cutscenes to activate and the result is being able to grab gooballs and fling them while the game is paused.
Basically the bug won't be allowed for actual records because it can't be done with an unmodified game.
No, its actually a perfectly legit trick; no mods needed. Its different to the one you're talking about.
WEGFan just hasn't explained how its done. Here it is in his words:
(1) Drag a ball and move your mouse quickly to a direction but don't release the mouse button
(2) Press ESC
(3) Release the mouse button and press ESC again
(4) You can see that the gooball move very quickly
You project the fish towards the base of the island so it gets lodged in or underneath it which causes it to be thrown upwards. Its a similar thing to what happens here.
Okay, I get it now. It looked very similar at first to another trick I've found which is not legit, and since it wasn't explained I assumed it was that one. My bad.

I got Observatory Observation Station 0 moves & 1 second on 08/11/2015 08:55:18 UTC with a magic BUG which can let gooballs move very quickly.
