You don't understand how chat works?

Allow me to explain...

You type in the box and press enter. Then everyone on the channel will see what you said. They can do the same thing and you will see their messages. Basically, you can have a conversation.

yes, because you left 3 minutes after you joined. Generally, it's a good idea to wait around an hour or so for someone to respond. Longer if I'm busy playing Minecraft.

But to answer your question, it really depends on what you want to do. In general, from what I know Photoshop is for editing photos and images, as opposed to making them. I haven't used Paint.NET, but I'm guessing it's an advanced version of MS Paint, and if that's the case then it might be more targeted to making images.
On the whole, I'd recommend Photoshop. I think I even read somewhere that you can make images from scratch with it, what I said above could be completely wrong.

But if you only want to edit photos or images, I'd say save your money and get GIMP. You can make stuff with it if you really want to, but it's not the best tool for it.

You can. All those spells in that picture, I made from scratch in Photoshop. (Except the flaming sphere, on that one I used a source image of dry earth for the texture)
